Crucial, time-sensitive updates to the Federal BEAD Program -- and how we can help you

On June 6, 2025, the NTIA announced a complete overhaul of the BEAD program --

and it’s a game changer.

Gone are the fiber-first preferences, rigid scoring systems, and complex social policy requirements. In their place? A streamlined, tech-neutral approach that prioritizes performance and lowest cost per location—no matter what technology you use.

What Has Changed?

• All previous BEAD awards, final proposals, and rubrics are void

• Every state must relaunch its prequalification and applications. States are also required to submit the final proposals to the NTIA by September 6, 2025

• Fixed Wireless Access (FWA)—including unlicensed spectrum—is now eligible on equal footing with fiber. That includes 5GHz, 6GHz, and 60GHz.

• Mapping rules have changed, allowing providers to defend their existing service areas. Look out for your State to contact you!

• NTIA promises to approve new proposals within 90 days, with funding out the door by end of 2025

What Does This Means for You?

Whether you’re a…

• Company that submitted a proposal (it must now be redone)

• Provider that prequalified but never applied

• Organization that missed the deadline entirely

👉 You now have another shot.

But this window will move fast. All 50 states will reopen at the same time, and the new rules require precise engineering, clear justification, and tight turnaround.

BEAD GRANT WRITING ASSISTANCE PROGRAM

Helping you navigate BEAD - Without the headaches

If you're considering applying for your state's BEAD funding, you're not alone—and you're not the only one concerned about the cost, complexity, and uncertainty that comes with it. That’s exactly why we created the Winncom Grant Writing Assistance Program.

We heard loud and clear from our customers: hiring a grant writer can cost anywhere from $60,000 to $100,000, and there’s no guarantee you’ll walk away with funding. Add to that the recent shifts proposed by the NTIA, and it’s no wonder providers are hesitant.

We built our program to take the pressure off—so you can go after BEAD funding without the high upfront investment.

What You Can Expect

When you partner with Winncom, you’ll get a dedicated expert — Alex Cernik, our in-house BEAD advisor — who will guide you through every step of the grant journey, from prequalification to final submission.

Our Grant Writing Services Include:

• Helping you select the best project area based on eligibility and competitiveness

• Recommending the right technology aligned with your state’s scoring rubric

• Addressing high-cost thresholds and passing cost concerns

• Assisting with narrative development for both prequalification and full application

• Ongoing strategy and compliance support throughout the entire process
